We are seeking an experienced HOD HR and Admin who is fluent in Mandarin to join our team. The ideal candidate will have a strong background in recruitment, expatriate management, and HR policy development. This role is crucial for driving the human resources strategy in a startup environment, ensuring the company attracts, retains, and develops top talent while fostering a positive and compliant workplace.
Key Responsibilities:
- Recruitment & Talent Acquisition:
- Lead the entire recruitment process, from workforce planning and job design to sourcing, interviewing, and selecting top talent.
- Develop innovative recruiting strategies to attract highly qualified candidates, ensuring a smooth and efficient hiring process.
- Expatriate Management & Foreign Worker Quotas:
- Manage all aspects of expatriate employment, including applying for and managing foreign worker quotas, securing work permits, and ensuring a smooth relocation process for expatriate staff.
- Liaise with government agencies and authorities to ensure compliance with all legal requirements related to foreign workers.
- HR Policies & Compliance:
- Develop and implement HR policies and procedures tailored to the unique needs of a startup, ensuring full compliance with local labor laws and regulations.
- Regularly review and update policies to reflect changes in legislation and best practices, conducting audits to identify areas for improvement.
- Performance Management & Employee Relations:
- Provide expert guidance and support to managers and employees on all HR-related matters, including performance management, disciplinary actions, and conflict resolution.
- Act as a trusted advisor to management, helping to foster a culture of continuous feedback, growth, and accountability.
- Training & Development:
- Collaborate with management to identify training needs and develop programs that enhance employee skills, knowledge, and performance.
- Promote continuous learning and development across the organization, ensuring that employees have access to the resources they need to succeed.
- HR Analytics & Reporting:
- Prepare and present HR-related reports and analytics to provide insights that support strategic decision-making.

Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- A minimum of 5 years of HR experience, with a focus on recruitment, expatriate management, and policy development.
- Proven track record in a leadership role, preferably within a startup or fast-paced environment.
- Strong knowledge of labor laws and regulations, particularly regarding foreign workers.
- Excellent communication skills in Mandarin, Malay and English, both written and spoken.
- Ability to build strong relationships and work collaboratively across all levels of the organization.
- Strong analytical and problem-solving skills, with a data-driven approach to decision-making.
